I am, what's Greek to me in the link you posted is this :

You open a text editor and paste the provided css line into it. Then you save this file as custom.css. Afterwards move this file inside the Vivaldi application (not the Vivaldi profile folder). All you have to do now is open the file browser.html with the text editor and reference the file you just placed. Detailed explanations are being provided in the guide (where to place the file directly, what lines to add to browser.html etc). If you can't follow these instructions, or if you don't feel comfortable about messing with the application, then you should probably let it be. Although I can tell you right now that no real harm can be done. The Vivaldi application can always be reinstalled, if something goes really south and your profile with all the user data remains untouched.
