Protect exposes an HTTPS port internally to view/manage the cameras/devices. It has an embedded player, though I'm not sure how to tell what it is.

I have never downgraded the current browser to my knowledge
As OP said, this only seems to affect Vivaldi (and has for some time, it worked in the past but I do not recall the release that broke it). Chrome, Edge, Brave, Firefox all play the live video as expected. Navigating the video feed timeline to any time other than live starts video playback as expected. As soon as you click "Live" there is a low res thumbnail and video never plays.
