Wrt chrome://settings/languages, I've just checked Offer to translate: ticked in my profiles, not ticked in test profile. I guess you have a point. Anyway, I'm gonna check it out right away.

There was no rush for me either! Don't know when the next version upgrade will happen anyway. I doubt they'll do another 3-in-a-week again for a while....

I have two windows with several tabs open.
Window1 is rolled up.
In Window2, I open a new tab, and then close it with Ctrl-W. The active tab does not disappear, and the current tab in the rolled up window gets closed instead.

According to your need of running it with the switch --ignore-gpu-blocklist it does not. Especially if you use that switch with Chrome as well which you didn't mention. Firefox is irrelevant, as "different tech". And intel driver is known to not perform well in many cases.
Ah right that worked for two PWA websites (thanks). It doesn't work with for Google Mail or Google Calendar or Google Photos. I have been able to install all of those as PWAs on my laptop (I don't want email integrated into my browser - I want to access email without opening a browser - and without installing other email or calendar apps).
FYI, an update to: vivaldi-stable 4.0.2312.27 has fixed this issue for me on the laptop mentioned previously. I.e., clicking on the 'Settings' gear icon or using keypress 'Ctrl+F12' or opening from the menu 'File|Settings' once again opens 'Settings' in a new window (when NOT configured to 'Open settings in Tab').
That was a quick fix by the Vivaldi team. Thanks all! 😉
@guigirl Used to happen to me on arch linux with swaywm (wayland tiling window manager).
Additionally to the 100% phenomenon, there can be a huge fluctuation in CPU usage (see e.g. https://forum.vivaldi.net/topic/53293/introducing-vivaldi-mail-in-technical-preview/333?_=1623579989665). I suspect M3 (calendar and/or mail) to be responsible for this.
