It might not be scripts fault though; I've also tried manually downloading 184.108.40.2068-linux-armhf.zip and 220.127.116.118-linux-armv7l.zip from https://dl.google.com/widevine-cdm/ (where script looks for downloads), server returned 404s.
That's why I have downloaded a Chrome OS image created for an ARM device and grabbed libwidevinecdm.so and pepper/libpepflashplayer.so from it, as told on the help page here, which I believe authored by @ruario.
So, as far as I can tell, libraries are exactly where they should be.

I don't think the bug has any relation with usage metrics.
Actually I think it's just because Vivaldi has a custom code that changes the UA on some sites where the original UA breaks the page. When you remove the Vivaldi part this code gets crazy and Vivaldi hangs.
You're saying that they've tried to automate this?
Opera did the same for some sites, in Presto Opera that was the famous browser.js file, but it did not break the switcher. Vivaldi does similarly, some sites we know that break because of our Vivaldi string automatically get a different UA, either with an abbreviation of Vivaldi or without it at all.

Report each bug separately at https://vivaldi.com/bugreport/
Describe the issue as precise as you can.
Add some information about extensions you use.
Add information about the operating system and version you use.
Add some information which security tools you use.
If you have problems with video or audio give us information about your installed codecs and graphics
Add a exact link to the page where the issue comes up and can be tested.
After reporting the issue, you will receive a confirmation mail from the bugtracker.
In a reply to this mail you can add more information and files (like screenshots or testcases) as
attachments and it will be added automatically to bug report.
If you have questions about the bug please ask in forum first and do not forget to post the VB-XXXXX
bug number (you can find it in confirmation mail).

:warning: But do not expect a quick fix as the ARM build is currently for testing. It may work or not on some devices and Linux distributations.
