@rcarter515 Followed instructions above and deleted the Login Data and Login Data-journal after uninstalling my 2.8 version followed by installing the latest 2.9 and my passwords work.
Just wish all preferences stayed after upgrade. I've had to edit my Speed Dial setting of removing the delete function from the thumbnail almost every reinstall.
@DavidBevi I really hope this is implemented! At this point, I'm close to not using Vivaldi anymore since it is that annoying for me. I didn't realize how much I must use the favicons to know what tab I have active.
Maybe because it's beyond the scope of a internet browser to do so. You do that in control panel/sound.
May I ask you why you would need to change playback devices while browsing? How many and which have you installed?
Actually I hate to dig out old threads... but this one is indeed the only one I was able to find on the net for this very problem...
It's the same problem for me, be it here in the office or at home... most downloads do work, but even downloading a simple PDF from a parcel service results in opening the download side panel and nothing happens.
I switched to Opera for quite a long time because from time to time Vivaldi refused to download, but tried Vivaldi again from time to time.
Now, that I found this thread, I hope there are others out there with the same problem and probably a solution.
I ran Vivaldi as Admin, I changed the Download-folder (to c:\downloads and then back to my standard profile-folder), uninstalled Vivaldi, installed it - no way.
Certain downloads do not work, others do: right this morning I downloaded several (big zipped) files from Google-Drive with no problem.
Now, I wanted to download a PDF from the parcel-service and... nothing (see above).
System: Windows 10, 21H1, i5-processor with 8 Gigs of RAM. Avast antivirus running in the background.
I would really like to be Vivaldi my "last and forever browser" but this download issue keeps me from that... this is really annoying.
Could somebody help me with this - please? 🙂

Thank you for the Reddit link. Was thinking problem was misconfiguration of Vivaldi so didn't consider Lazarus. I've had it installed for a number of years going back to Firefox. The Reddit discussion seems to indicate people are making do with Typio so I'll try it. Do wish I could get Lazarus to work one last time to retrieve some data but it's not the end of the world.

The Nirsoft utility will Export your passwords to a text, .CSV, XML or HTML file. It also allows for export from an external drive or a profile not in the default location. I do not know that Chromiun/Vivaldi has a function to Import them after such a disaster. (Perhaps a future option for Vivaldi?)
An option if you use a KeePass type manager is that these products will import a CSV file.
Personally I just Export to CSV, from which I create an encrypted spreadsheet.
[EDIT] Pardon me there are many options in "vivaldi://flags", just search for passwords. I have not looked into them so I am not sure how or if they work yet.
