AFAICT, on my Win10 machine, Chrome and Vivaldi's PDF view and print dialogs look exactly the same.
Edge is different, not displaying a sidebar with pages (like the two others), but can show an list of chapters in a sidebar that pops up from the left, and the Print dialog has a different layout.
My guess is that the Edge devs have customized their PDF display and print dialog (most of the dialogs are generated by HTML and JS documents in the Chromium source; we have done that ourselves for the about page) and is maintaining those on their own (and they probably have all the developers needed for doing that). It could be that they are following some MS specific design rules.
