Nope, because you are more likely to be interacting with the most recent tabs, therefore it makes sense the way it is. People usually have more than one or two tabs open.

Oh yeah, there's an "As Tab Stack With Related Tab" option, and that fixes my problem, i.e. now when I'm in a stack/group and click the plus button in the grouped tabs tray, it opens the new tab at the end instead of at the beginning of the stack/group! Thanks @mib2berlin!
