Actually, I think it's a good example. That user registered an account using a temporary e-mail service, attacked a few forum members who didn't agree with him (or her), and then left on the same day and never came back (perhaps they don't remember how many "fdfsfds" they put in their e-mail address?) 🤭
And judging by the contents of that user's (now deleted, but still visible to moderators) replies I don't think that they were angered by the downvotes in particular. IMO the posts that needed to be deleted were deleted.
But whenever you feel that some inappropriate posts have somehow managed to slip through, don't hesitate to report them. It's a good way of bringing attention to an issue that might've been overlooked by one of the mods, and it could be handled by another mod (or even discussed internally).
It's easier to go to your profile, click on the 3 dots and go to Watched categories. This gives you all the forum categories in one place and you can change any you don't want to see to Ignoring. Then you can browse Unread or Recent without seeing the Russian or Indonesian or Arabic posts if those aren't what you want.

I personally prefer the thread backward: Newest -> Oldest. I want the latest status on a suggest/bug first. Well, maybe the first post should be shown. Practical to know what someone asked for. Note: this holds only true for - in first instance - the user suggestion/bug threads. Not the whole forum. Every area has it's own requirements.
But probably even more 'tricks' to make skimming through it faster:
I'm not someone who hangs around in forums. As certain people then to claim 'first post'. Which might be fun, but tremendously irrelevant. Not saying Vivaldi forums should be 'to serious', seriously not. But I want to be able to ignore it. The slightly more 'productive'.
Embedded videos would make a mess of the forum, not to mention cost more for those who pay for bandwidth, and slow down page loading for those on slow connections.
It is easy to post a link — How to Paint a Cat — using a descriptive name.
