I'm sorry, but this statement is evidence that you do not actually understand how security software works. In order to protect a system, security software has to continually monitor it and inject itself into the decision as to what programs may or may not run. Usually, (or security software could never sell) it will do this accurately and without a significant consumption of RAM and CPU cycles. Obviously, to run at all, it imposes a cost on the system in terms of memory and processing power, but it is assumed/hoped that it costs less than it benefits. But, being a running program and usually at least two running services, it costs. Occasionally (and blacklist programs are the worst at this while whitelist programs are vulnerable to it as well) it blocks something that you need/want to run, without consulting you. Worse, it can inject itself into the very, binary, processes of how a program runs. This bogs a system terribly. Whitelist programs are the least vulnerable to this liability, but not exempt.

There is kind of no way to describe this activity other than interference in your system. It is neither intended nor accounted for by your OS. PCMatic, being whitelist, is one of the least burdensome and potentially most effective security apps you can run. But as no program is perfect, it is not perfect, and you are paying them to inject themselves into the decision as to what may or may not run on your system, and consume CPU cycles and RAM in the process. For this reason, and due to countless instances over the decades of "security" software blocking vital routines and processes on multiple systems I have owned and managed, I have stopped paying companies to stick the fingers of their software into the workings of systems I am in charge of. Rather, I consciously control where on the web my systems try to go. Result: Over 20 years of trouble-free operations, and zero infections.

Now, that's just me. YMMV. But stating that PCMatic is interfering with your system, and that you are paying for that privilege is not me being insulted. It's just me mentioning the facts. I encourage you to keep your systems secure, and to use whatever means suits you to do that. But it is good to be aware that the seeming "cause" of a problem can be an entirely different operation than it seems, and that might not be obvious to you.

That was the problem, a security program. I will have to isolate which one. I have one in mind that I updated from the free version to a paid version. Thanks for your help!

Ok, explicitly allowing Vivaldi in Avast seems to have done the trick. At least for now.
But I really do not understand the reason. I have been using both Vivaldi and Avast together for years now.

Thanks for the info. I usually ignore Avast notifications, but after this issue i just opened Avast and saw that it was asking for my permission saying "Allow Vivaldi to make any changes" (add files) to my device, After I allowed it, downloads happen without issues.

I have been using Comodo firewall for a lifetime and at least in the past it was among the best around, but as an antivirus, no.

Comodo occasionally messes with its HIPS, blocking legitimate applications or windows components. I also remember that they made a mess with the predecessor versions of windows 10, when 7 and 8 were still fully supported.

@zalpaw Weird. I have Windows 10 (2004) with Windows Security and I have no issues running Vivaldia (or Vivaldi in general).

Avast 20.9.2437 (build 20.9.5758.615) here, right clicked and saved the jpg without any problem, cannot reproduce.

Thank you for the link. I just found out it was my Avast anti virus which was blocking it but not showing up. For some reason, this coincided with the latest Vivaldi update and I had never seen an anti virus do this before. Anyway, it looks like this is working now and was, in fact, due to 3rd party software. Thank you for your help!

@D35J Hi, to actually answer your question instead of just giving an opinion on Avast itself:

It's really up to you. If you feel you need the extra features of the extension, like the site reputation rankings, then by all means use it. Just be aware that extensions sometimes cause issues with web-sites that are not always easy to figure out for the user.

Note that Vivaldi's tracker blocker is for privacy, not security, even if the ad-blocker lists will block requests to some known malicious sites.

If running Avast locally it should also block access and warn when attempting to access a malicious site. And I assume the lists it uses are updated more regularly than the public lists used by Vivaldi.

So my opinion is you don't need the extension itself, unless you need the site reputation ranking feature. But keep Avast running locally for overall system security.

I think that it was a false positive, especially if it looks like Abine is using AWS. It is a cloud password manager that is accessible from multiple devices (any desktop I login with, any mobile device, etc.) so that must be the answer. I checked the serviceworker-internals and everthing there I pretty much expect to see, and I have not had the warning again.
