3.6.21655.40 Vivaldi will not start from its application folder

I can't get Vivaldi to run even from its application folder and clicking Vivaldi.exe. I get the spinning circle for a while and then nothing. Tried multiple restarts and sfc/scannow. Windows 7 pro 64bit and Vivaldi 3.6.21655.40 x64bit. I hesitate to reload the program because it might erase all my settings like a new Windows install.

That was the problem, a security program. I will have to isolate which one. I have one in mind that I updated from the free version to a paid version. Thanks for your help!
