Add an Ability to Drag Files from Download Bar (+ quick uploader)

Hey! Something I've been sort of nit picky about when using Vivaldi is the downloads system. I moved from Opera GX to Vivaldi and one of the things I loved about Opera GX was it's Quick Upload feature. Essentially, when you clicked on anything requiring you to upload something (ex. a profile picture) it showed a list of the most recently downloaded files // files in your clipboard to upload them. It saved me a lot of time on the development side as well as just in general. (img-1 showcases it in action)
While I'm not expecting that feature to be added, what I'm hoping for is an ability to drag files from Vivaldi's download manager directly into file managers // websites. That way, people don't have to open up the file manager in order to upload // move files from place to place or onto a site.
