Totally agree, Vivaldi keeps pushing rather minor changes recently, so this fits to their recent releases Really bother me to be honest, the browser has already implemented much more complicated and huge changes comparing to this.
Sure I would love to see theming, ability to add sites to the panel, really would love extensions if Apple allows it, ability to relocate buttons and the address bar etc
Firefox has rudimentary themeing where you can apply an image / texture as a background on the main toolbar. It would be nice if vivaldi could plug into this, then they could have access to that whole library from the get go. If not, simple choosing of icon bg/fg colours would suffice.
