Always show Panel Side Bar

I'm not sure if I missed it in the settings but it'll be cool if we can keep the Panel Sidebar menu to be set always open.
Kind of like how the taskbar in Windows can be set to always show or hidden. Or the Dock in Apple.
So the bar with the icons are visible and clicking on a panel, it'll open but the X button will close that panel but keep the bar visible (or hold for about a second and slide to the edge to be hidden).

@8uddha5an If you don't close the Panel Toolbar, it will remain open. The Close button only closes the Panel, not the toolbar.
Maybe you pressed F4, which toggles the Panels off?
