Per-Tab Volume Control

An option to control the volume of each tab would be very useful. We already have the capability to mute tabs, but not to boost or lower the volume of them.

There are many tab volume booster extensions available on the Chrome Web Store, but I've tried almost all of them and they each break something.

@Maple38 I can already adjust the volume independently for each tab by using the volume control on the video player.

@Maple38 Video and audio players usually have a volume slider.

There is no Volume Control on PiP Windows yet.
