Perhaps you have a Man-in-the-Middle scan with your hardware security appliance which breaks SSL. May be your hardware firewall can not intercept SSL connections secured by Lets Encrypt certificates?

I updated to the latest version but the problem remained.
Then I took your advice and looked into the blocked apps in Comodo and sure enough Vivaldi was listed. Not sure why it suddenly appeared there, I've been using Vivaldi for more than 18 months. I unblocked it and now back to normal working.

Turns out the problem was caused by Comodo Firewall. I found a comment that suggested uninstalling and reinstalling Comodo after any major Windows update. That seemed to do the trick.

That may well be an insightful observation, if only because many companies don't want holes punched in firewalls due to possible security weakening. Most companies have IT policies about this sort of thing that (if any) should be looked into, since quite a few organizations with security concerns and policies consider the punching of unauthorized holes in firewalls to be a career-ending move. Just sayin'...

You should not think, disabling Zonealarm means it is off.
All Zonealarm network drivers are running and can produce problems and blockings.
I had this many times in the past with some browsers and Windows versions.
As Vivaldi runs on regular Windows Firewall there must be a problem with your Zonealarm. Sorry for you.
