Anyway, i set Vivaldi to clean history and cookies on any shutdown, so, some of your proposals (which seem pretty nice though) do not apply, at least on the desktop.
But, it's an excellent pointer to use save the settings in the cloud ot have access to them by any device.

In order to have all your preferences persist when you launch Vivaldi on the desktop you have a few options.
Note: this applies (mostly) to the desktop browser.
1. Block All Cookies
Turn off cookies & 3rd party cookies in settings. After clearing cookies, all sites are reset and no sites can store them. When visiting a site you want to be able to store data locally, click the secure icon in the address bar before the URL and you can grant permission. After a while, you'll have most of your sites configured and only those sites can save cookies.
Alternatively, instead of using the browser settings to block all cookies, you can use an extension that can do this. If you are already using uBlock Origin & uMatrix to block ads & trackers, you can utilize them to prevent sites from creating cookies except for the ones you approve.
2. Persist Selected Cookies Only
Use a cookie manager to whitelist the sites you don't want to lose their state. With the "clear all cookies & history on exit" setting, all cookies except your favorite sites will be removed. I don't think this can be done with the cookie management features built into Vivaldi & Chrome currently, but I could be mistaken. However, I think something like Vanilla Cookie Manager would be needed and does the job
3. Use the DDG Settings Bookmark
Where you save settings on the DDG site there is a URL that has all the settings as parameters. Save this as a bookmark and it will load your complete preferences, not just new tabs. Add a nickname to the bookmark and you can easily launch the bookmark typing the nickname in the address bar or quick commands. Something short like ddg works well.
This option has a drawback the others don't. It will always load the settings as they were when you saved the bookmark. If you change any settings you have to update the bookmark. With the other options, any changes you make to your settings will carry forward without any additional steps.
4. Load Preferences from the Cloud
The passphrase used to save your settings can restore your preferences at the beginning of each desktop session just as easily as it shares settings across devices. The first time you visit the site, open the settings menu and type your passphrase. As long as you don't disconnect from the cloud after loading your preferences, any changes will get saved to the passphrase & loaded the next time you use it.
Privacy Bonus
One last tip. If you're concerned about your privacy from data stored on your local computer, you can change the setting in DDG to use POST instead of GET when doing searches. With GET, the default, your search is encoded in the URL. This means it's visible in the address bar and in your history. With POST, the search is sent without putting it into the URL so it never appears in the address nor in your history. This can be useful on shared/public computers where you may lack the ability to clear history.
