Single line interface

Do you remember IE 9/10/11?
It had an option to enable single line interface, just like that:

AFAIK, Vivaldi hav enough abilities to give us the same. But now we need to write "custom.css" file manually, then debug any wrong strings... That hurts.
Please, give us an option for such a look just out of box.
We really miss it.

I'm talking about making that in default browser pack. I don't like the way with user-made css.
