Because there are too many requests for people to go through. Too many good requests that won't get votes.

Yes it's sad but not for me. It's sad for the people who make these rules. Some of these rules might need to be updated.

Because a simple enhancement to an already existing feature, for example shouldn't need hundreds of votes. Especially if it's poorly implemented or absent on one platform but not others.

Developer team decides which issue is easy and fast to fix and which issue has a high priority.
I agree that interface design should follow rules of the OS, here Mac OS, and for me that means: a app should not create own dialog popups when useful exist already in OS.
