@Pathduck "If Nvidia, right-click desktop, NVidia control panel, manage 3D settings, Restore." I did this.
I added vivaldi browser to nvidia control panel and chose High Performance NVIDIA processor. I haven't encountered a problem so far. Thank you for your reply.

@frkylmz420 Welcome to the Vivaldi Community
This looks like a Graphics driver issue. Try going to Settings > Webpages and turn off Hardware Acceleration, restart the browser.
Also post the information from Help > About here in a code block.
Post your graphics card and driver version as well. -

@Gwen-Dragon Firstly, thank you for your reply. I updated the graphics driver. I've turned off hardware acceleration. The blur problem was gone but the browser started to slow down. I got an update on the browser today and updated it. After the update, I turned hardware acceleration back on. The problem remained the same.
My System: Dell G315, INTEL UHD GRAPHICS 630, NVIDIA GeForce GTX 1050 TI, i7-8750H 2.20 GHZ, 16 GB RAM

Two different cards. Check which card is active in Windows System Info > Components > Display.
Check also driver version. If Nvidia, right-click desktop, NVidia control panel, manage 3D settings, Restore. Under Program Settings, check if Vivaldi is listed in the drop-down and remove it.

@frkylmz420 That's not exactly what I meant, but hey if it works for you...
I suspect you had some setting earlier, maybe in the Global profile that caused the blur.
