Import / Export Keyboard Shortcuts and Mouse Gestures

Related to Opera 9.2 Compatible Keyboard Shortcuts, but more general.
This is not only for backup and restore purposes, which will eventually be possible with sync, but for sharing setups with other users.
It might be best to separate keyboard shortcuts and mouse gestures, as Opera 12.18 has two different *.ini files for these.
