Cookies: You cannot add cookie exceptions via the settings

You cannot add cookie exceptions via the settings. Adding them works on the Chrome page (chrome://settings/cookies).
In the Vivaldi settings (vivaldi://settings/privacy/ -> Third Party Cookie Exceptions) the (+) button is missing.

You can only add the settings by visiting the page and using the settings in the address bar.
