Open panel buttons as popups when placed outside the panel bar

Version 5.6 finally turned the panel bar into a full fledged toolbar! But I think panel buttons could still be improved further.
Right now, placing a panel button outside the panel bar continues to open a panel like before, but I propose that they should be opened as popups instead (or at least given the option to open the panel as a popup if it is placed outside the panel bar).
You may be asking yourself how that would work; after all, they're panels. But there is already a proof of concept of how this can work, the downloads button! (technically also the reading button, but that one is slightly different)
Here's a side by side comparison of the downloads button and the downloads panel:
As you can see, all the downloads button really does is open the downloads panel as a popup instead. So logically, what I'm suggesting is that placing any panel or web panel outside the panel bar should have them open as popups as well.
Outdated part of the feature request
This feature request was originally also about turning the panel bar into a full fledged toolbar (and was appropriately called "Turn the panel bar into a full fledged toolbar" then), but seeing how that part of the feature request was implemented, I've renamed it to focus more on panel buttons opening as popups when outside the panel bar.
This is perhaps my wildest idea yet. Part of the suggestion amounts to turning the panels/web panels into draggable buttons that can be either intermixed with buttons from other toolbars inside the panel bar, or placed in any of the other toolbars alongside other buttons.
NOTE: This feature request shares some similarities with Add a Button Area to the Panel, and I would suggest upvoting it as well if you liked this suggestion.
However, while that suggestion asks for a toolbar within the panel bar to place buttons separate from the panel icons, I wish for the entire panel bar to be made into a toolbar.

Hello, I open this suggestion (I do not know if it is the correct category) to suggest the possibility that the accesses offered in the sidebar (download, bookmarks list, history, notes, tabs) can be moved / be present at the top browser.
This, although I think is good as a customization feature, I have to admit that today there are issues regarding the interface selection in vivaldi: // welcome. If you choose the Essential option, you lose the possibility of seeing the history, the tabs, the bookmarks as such, and, something that I think is very important, the downloads. I have done my tests and in my use either they are not seen, or the sidebar is activated, with no clearly visible possibility to disable it.
I understand that the notes and bookmarks are available from the new tab, even so, it seems appropriate given how the situation is, to be able to have all the options at the top, and that they give greater customization with that. Personally, the sidebar would use it if the extensions could be there, but it is not a topic that should be covered in this tip.

@ouros Choosing the Essentials setup in the Welcome tour does not disable the Panels and Status Bar, it simply hides them from view.
Shortcut F4 will show/hide the panels and shortcut Ctrl+Shift+S will show/hide the Status Bar.
The icon to show/hide the Panels is at the bottom left corner on the Status Bar. If the Status Bar is disabled, one would have to enable it from the View menu, or search Help (F1) to learn the shortcuts.
The Classic setup is a better choice. Earlier versions offered no choice, but many users like to have choices. More options is not always better as it makes the program harder to learn for first time users.

Yes, I know, that's why I make this suggestion, I think it is an error that it does not show those types of options in the UI, I don't mention others that I find interesting such as the screenshot selector because I understand that a user "essential" I wouldn't need it, but there are sidebar options such as downloads that seem "essential" to me.

I don't think that a user who selects this option is happy to know that to see the downloads he has to activate/deactivate the bar by touching F4. I personally would not do it, for that I use the "Classic" version and I save myself the annoyance, but if they are going to offer a feature of this type, I think they should provide a basic browser experience (I am not saying already complete at Vivaldi "classic" level, I understand that it is somewhat complicated, although opening this possibility, something could be given, now you can go up the options from the bottom bar to the top one.

I am talking about giving a more intuitive experience, not having to go to the manual to know what the shortcut is, mainly because I believe that the user who wants everything at a minimum, wants to have the simplest experience possible.
The classic configuration is a better option. Previous versions offered no other option, but many users like to have options. More options is not always better, as it makes the program more difficult for beginning users to learn.
I think that more options are better, as long as it is well implemented, that here it sins in things that seem too basic to me, and that leaves other functions an incomplete flavor. That is why I am in favor of having the download manager in the upper bar, and if that option arrives... Why not do it with the rest?

I don't need to see the Downloads Panel every time I download a file. On broadband, the download usually completes within seconds, then the notification pops up, which I can click to go to my downloads folder in Windows Explorer.
The default setting is designed for new users:
- Open Download Panel Automatically
- Notify on Completed Downloads
A common question that new users ask is “How do I stop the downloads panel opening?” My approach to new software is to look through the menus and dialogs to see what each item does, before opening Help if I cannot figure it out.
There is already a request for Downloads button, but putting every panel icon on the Address Bar is just too much — there are eleven of them if the mail is enabled.

I am happy since this feature has been partially implemented, despite the comments against it that I have received. Hopefully a full implementation will be achieved, which although I recognize that the sidebar is part of Vivaldi's identity, I consider it an outperformer that the browser can be customized as one wants.

+1 for this. An alternate possibility (and probably easier) is just add the option to move the "side panel" to top or bottom. The horizontal view would really benefit the web panels.

@AltCode This would be so cool! You could do so many awesome things if this was added:
- Bookmarks button in address bar
- Media button (with the Global Media Controls mod)
- Quick check of a certain web panel, i.e. Vivaldi Status
- Etc.
I agree that this is a wild idea, but I think it would be wildly cool as well.

Sometimes wild ideas become a reality.
We released Vivaldi 5.6 today and you can now mix and match all the buttons on the browser's toolbars, including the Panel bar.

The other part of this feature request is to open panel buttons as popups when outside the panel bar (similar to the download button vs download panel button).
