Vivaldi fires up performance

I simply do not understand how to drag tabs anymore in 3.7 stable. I have spent ages trying to drag tabs in a private window without succeeding (dragging tabs in a guest window does not seem to work either), and when I try to drag tabs in a regular window, if it is not a simple matter of dragging a tab to the end, most of the time I end up creating a tab stack instead of moving a tab. Even turning off allowing tab stacking by drag and drop does not help: if I do not drag a tab to the appropriate position (which seems like a fairly small area compared to previous builds), then instead of moving the tab, there is no operation performed instead.
Also, moving tabs on a Windows tablet has become impossible using drag and drop with fingers: the tab that I want to drag becomes highlighted with a blue box and the name disappears, but there is no overlay box that is visible if I were using a mouse. In the end the only way I have figured out to cancel the failed operation is to bring up the touch keyboard and press Esc on it.
I have had to switch to using keyboard shortcuts to move tabs reliably instead.

How many bugs can you count in 30 seconds in a stable build?

https://imgur.com/a/hXfQUZsI may seem like just complaining, but the truth is that I care for the browser's userbase to grow. I'm worried about the impression it will give to newcomers. Bugs is why there is a snapshot channel. The best browser's basic functionalities, such as Vivaldi's (no kidding) amazing tabs, should always work in the stable channel no matter how much the devs tampered with them in between releases.
My issues are the following:
- sometimes the last tab in a stack cannot be dragged
- sometimes there are gaps in between tabs before or even after a tab is no longer being dragged
- the name of the notes manager tab briefly changed to start page
I will try to see whether the issues disappear after "Minimize Active Tab" is turned off.
I won't even bother putting my tabs up, left, right for tests. Stable builds do not need tests. They are not snapshots. I gladly give help, provided it is actually being used. Given the issues were reported by others, therefore known, I don't know why they slipped. All I know is I cannot use my browser properly. Which I'm used to provided I heavily used snapshots up until recently, but not every stable user is me sadly.

I can confirm my issues appear regardless of "Minimize Active Tab" being active. I happen to be on Windows 7 right now.
Also they appear almost every time I dare to use my tabs. Tab gaps are consistent. Pop-up saying 'Start Page' is consistent with non-settings internal tabs, except for the notes manager tab, which is inconsistently changing between start page and <note title>. Last tab of a stack being undraggable is not consistent at all. -

In Vivaldi 3.7.2218.45, the bug VB-60323 [aka VB-60364] was claimed to be fixed but it really is not. And I am very disappointed at how lazy of a fix attempt it is. All that was changed was adding a message that prevents ALT+F4 from being set as hotkey, saying it is reserved by the system. But all other hotkey combinations that include ALT+F4 in them still acts as exit, such as SHIFT+ALT+F4. Please fix it properly, by at least allowing the other hotkey combinations that include ALT+F4 in them.

@silfver To view your tabs in fullscreen, set a shortcut to show/hide the tab bar in Settings, Keyboard, View. No shortcut is set by default.

@jan-ripper: Same thing happened to me. Had to pin vivalidi_proxy.exe to the Win 10 taskbar. I like having Vivaldi on the taskbar.

And long may it continue! It would be nice if Vivaldi would focus a lot on pure performance and optimization now with version 3.8.

Also, you can periodically reload websites through Quick Commands. Just type βPeriodic reload 2β, press enter and the tab will reload every 2 mins.
This command causes the page to refresh every minute

Looking great so far. Only thing i'm noticing is : when having the second row locked, when adding new tab it always creates it as a tab inside a group (for example: if I have only 1 tab and I add one, it creates a tab stack with the two).
