Button to open existing file on the "download file again?" dialogue

This one boggles my mind.
Vivaldi informs me that the file (most often a pdf n my case) I'm trying to open has been downloaded already..... but doesn't give me an option to open the already downloaded file and instead forces me to download it again to open it.
Yes, I know I can go to dowloads and open it from there, but that's more taps than downloading it again.
Please add a button there to open the identified already downloaded file.

Does the download dialog show the title of the file in a different color? When you tap on that it should open the already downloaded file.
