Shortcut for opening Custom URL in new Tab (or Bookmark)

is there a way to link a shortcut key to a open a new tab with a specific url (or maybe bookmark if url is not possible)
kind of like how I use CTRL+T (I think that's an inbuilt shortcut and not one that I added) to open a new tab.. but instead would like to use a different url.
OR is there a way to make the default tab for CTRL+T a different url than when you press the home icon? I want the home button to go to the start page.
I am not interested in opening via gestures as I assume there is no way to change the right mouse button being used for them and I assume that the right mouse button being used for gestures would conflict with Strokes Plus out of the box

@dalinar Create a command chain to open any page with any shortcut. But if it’s just the new tab page target you want to change, visit
vivaldi://settings/tabs/
and set a URL for the new tab page there. -
@dalinar Yes, add a command chain "Open Link in new Tab" to open a tab with a URL in Settings → Quick Commands and set a shortcut for that command chain in Settings → Keyboard → Chains.

great, that was easy... "Test Chain" is genius
Vivaldi really needs a way to backup settings though for keyboard shortcuts, syncing just doesn't cut it for people with multiple profiles that need to configure other profiles.
What would be great would be a little dropdown section of the bottom of the dialog page where the user can import or export to json or html or xml, whatever vivaldi decides on as a format, the settings of that page.
I mean sure vivaldi could just do a backup/import of all settings but then the user would need to be able to uncheck any sections he doesn't want to overwrite.
or actually even a kind of more power user way to do it.. would be some icon with a tooltip that explains what the icon is about and the user just drags the icon to explorer, and then a file with the settings for that page will be created there.. and to import settings the user does the reverse, drags the file onto a settings page.. this way export/import of all shortcuts (or other settings pages) would be easy. (and also not confuse users that don't need it)
