Seamless navigation and collaboration of browsed resources and notes.

It is really a cross platform topic but as we are aware of most of users browse the Web via mobile apps.
I am looking around and I feel we should think about a way to be always able to share our resources with friends or collaborators: how?
For example we know what did by Apple and partially Microsoft behind the logic of a Continuity across devices (and platform): start the navigation from a devices then switching live to any other. It is not a matter of sync, it's more about a logic of switching.
Does it is make sense?Collaboration... I am wondering if we can a day invite someone to browse or watch what we are looking at or the notes we are just live writing... An example: watching a page I would be able to write in collaboration with a friend or a colleague about notes about.
The note at the end can be shared with a single user of my address book or a group as note not attachment.
