Crashing when popping a tab out

I have made a new topic due to not finding anyone with the same issue.
Now onto the main matter at hand:

I have been crashing randomly 4/10 times whenever I drag a tab out to it's own window.

Things I have tried:

Opening a new profile with no extensions, it still happens.
Having only 1 other Tab open, making a new tab then opening Youtube and dragging it out.

When was the last time you restarted the computer? (you might have if you installed the March 2023 Microsoft security updates)

On a new profile there were no extensions.

Additionally, I should mention the fact that this has been happening for 3 months.
I reset my pc and decided to use a new browser.
And thus Vivaldi was chosen.

I've just prevented myself from popping tabs out as much as I can.

Update 2:
I installed the Standalone version 5.7 and it still happened though I did have my old data. I'll try again but a clean install.
I'll continue to try random things.

Update 4:
Full Clean Standalone but installed on a secondary drive.
I assumed the issue was that it couldn't access something in my C Drive. But considering it is a standalone and attempted on 2 different drives I believe I am looking at this the wrong way.

The only thing I can think of is that Vivaldi is being denied access to a module which is critical to function.

Not that I know of, especially on the new installs, I never modified the flags nor settings.

I do not have any Anti-virus, I have turned off the default windows threat protection. The only thing on is the Firewall.
Info: Programs I do have installed that are actively running are: Process Lasso, Quick CPU, ISLC(Intelligent standby list cleaner) I'll try turn these off and check again.

Current Version is 5.31.18 released 02/28/2023.
