Add keyboard shortcuts for switching tabs in a tab stack

Many programs, such as Vivaldi and Vs Code, support a concept of groups ("editor group" in code, "tab stack" in Vivaldi). Code supports keyboard shortcuts both for navigating among groups and among editors in a group.[1] It seems that in vivaldi, it is possible to set shortcuts for navigating groups ("Switch to tab {x}" in Keyboard Shortcuts"). But I don't see a way to navigate tabs inside a tab stack.
[1] For example on my machine:
- cmd + {num}: go to {num} editor in current group
- alt + {num}: go to {num} group
