Implement sleeping tabs feature

"Sleeping tabs", which was first implemented in Microsoft Edge is very useful if you often have TONS of tabs open at the same time, instead of closing tabs that are inactive for the time-being, it puts these tabs in sleep after certain period, allowing you to keep more tabs open, at the same time not compromising browser's performance.
This feature reduces CPU and memory usage in the background, it also improves your battery life since a sleeping tab uses less CPU than an average non-sleeping tab.
I usually have a lot of tabs open, sometimes it does get laggy or the browser starts to slow down a bit slightly. This feature will not only improve your browser's performance, it will also improve your battery life, acting like a battery saver too.
This would be very possible to add in Vivaldi, since Edge is also a chromium browser and it is now implemented across all builds.
