i wonder if closing vivaldi with a single [start page] tab & then reopening it [with history set to save for long enough & sessions to restore] still leaves a ‘start page’ entry in the closed tabs list [even though i only closed the window, not the tab].
sad that chromium apparently hasn’t fixed 1246834 yet (the version bump has reminded me to check).

Please finally fix the Window panel so that it shows all opened windows instead of the currently used one. This has been a bug for years and it hasn't been fixed to this day. If that's of any help I even sent a bug tracker report (VB-83322), but I'm sure it has been reported before, except the bug tracker isn't open so I have no way of verifying if I'm sending a duplicate request or not.

@supra107: See it sounds easy but there is a reason why it is actually pretty hard. Nonetheless we do plan to fix (just not right now), we need another task to complete first.

@ruarí: Tabli is MIT licensed, perhaps it would be possible to legally utilize it's code in some way to fix this issue . Also, please consider making the bug tracker open to visitors so that people could check if the issue they're facing is already there to avoid duplicates, it would be beneficial for both users and developers.
EDIT: Also excuse me for my arrogance in the initial comment. A simple issue like that can frustrate a user if it's present long enough, even if it isn't as easy to fix as it seems. -
@supra107 We do not need Tabli code, we are just waiting for a refactor that will make and other things work better.
No point hacking in a solution now when we will have a cleaner better one in the future. Thanks for your patience.
