Add homescreen shortcut for anything

Currently (3.8.2267) on Android one can easily add a homescreen/launcher shortcut for a web page, click the V, add to homescreen. But for a local page (file:///storage/emulated/0/docs/etc...page.html) for example the option is not available. I make use of local HTML documents. It's something web developers would certainly do. But for some reason that option isn't available. Frankly, if Vivaldi can display it, it ought to be able to make a homescreen/launcher shortcut for it. Firefox would but they now block all local pages, the last straw for me with FF.
My workaround is using FX File Explorer, navigate to the file, create a launcher shortcut which it then gives one the option to choose custom app to open it with. This is easy and works fine but it would be nice if Vivaldi could do it on its own. If there's security concerns an option to permit such actions or not could be available. -
@AC9BX It’s not so nice really, Vivaldi doesn’t seem to be able to display special characters, my suspicion is on Android files aren’t displayed in utf8.
