32-bit Android app on 64-bit CPU

I recently purchased a brand new Android, a Samsung Galaxy A11. It has a Qualcomm Snapdragon 450 Octo-core CPU, 64-bit, with Android 10.
When I installed Vivaldi on the phone, the chrome://version page is showing that it is the 32-bit version.
My previous phone, which was older and had Android 6.0.1 on it, received the 64-bit version of Vivaldi when it was installed on that.
Would there be a reason why the new phone, despite also having a 64-bit CPU, received the 32-bit version of the browser?

If it bothers you, you can download the 64‐bit version manually: https://vivaldi.com/blog/snapshots/mobile/android-3-4-2049-2/
But since your install seems to work, why bother? I doubt you could tell the difference. -

It was installed directly from the Google Play Store. I also installed Vivaldi Snapshot to see what that would be, it also installed the 32-bit version.

I reported it as a bug. The phone model is brand new, introduced two months ago. Has Android 10, with a 64-bit CPU, so I believe it should have received the 64-bit version as my previous phone (with Marshmallow) did.
At this point, I don't know if anything would cause Play Store to install 64-bit over 32-bit once it's first installed, unless Vivaldi makes a change telling the Play Store to download the 64-bit.
