Prevent sites from blocking page scrolling

Many sites displaying pop-ups uses shadow patterns such as blocking page scrolling, so after adding filters to cut out these blocks, the page still remains unfeasible due to the fact that scrolling is blocked there.
I would like to see somewhere among the browser settings the ability to prevent sites from doing this.
