Besides the fix for native notifications, this build also fixed one other annoying issue I've had with PiP, where I would get a dark rectangle with voice instead of an actual video popup - unless I would set the resolution to 240p in the Youtube settings first.
Now it looks like PiP works just normally. So at least for me, this build fixed both issues I had in Vivaldi, which makes me both happy and thankful.

Focus is stolen from devtools (docked) when switching windows. Can someone confirm?

And also it seems I cannot F2 for QC when I click into devtools even after I change tab (I have to unfocus the devtools)

If you open multiple sites in short succession via the address bar (enter url -> ctrl+t shortly thereafter), two tabs are opened and the URL is opened in the now active tab. Both background tabs remain blank.

When you launch Vivaldi, should the focus be on Start Page dial so you can use arrow keys for navigation?

Focus Page Content on New Tab is enabled. And its working when new tab is opened, but not on the 1st Vivaldi launch. I think it worked before.

It looks like the note webpage address cannot be edited from the field in the notes panel. Reported as VB-68315.

@zapoqx it's the same with Bitwarden, autolock feature works in all browsers except Vivaldi, the bug is VB-64465 confirmed but no progress so far.

It looks like F2 doesn't work if you've got Developer Tools open in any tab.
