Option to show Panel Toggle on mouse hover

Option to show Panel Toggle only on mouse hover.

@Stardust If we had Activate Panels with Mouseover why do we even need a panel toggle strip taking space? Just hover the mouse cursor over the edge of the Window to show the panels.

I don't like this idea because of the unavoidable accidental panel activation.
