Modernize Panel Animation

The open and close animation for the web panels looks old-fashioned because the animation speed is constant. It doesn't incorporate easing, which gives an impression of acceleration and deceleration, which looks smooth and attractive. For example, if you visually track the animation of the new tab button immediately after closing a tab, you get a good idea of the effect that we should see when opening or closing a web panel.

@fuller1754 I'd guess that's on purpose. The most important aspect is that the panel opens and closes quickly and let's me move on instead of being fancy. Easing in and out certainly takes longer, if you want to make it noticeable.

@luetage I hope it's not on purpose, since that means they'll never fix it. Taking a few nanoseconds longer is fine if it makes the app more refined.

@luetage Besides, if speed were the only goal, there would be no animation at all (á la Firefox's sidebar).

AFAIK the panel show/hide animation only able to work properly without causing the browser to hang for a while is when floating mode is enabled. The reason is on normal mode the browser can't constantly redraw both panel & webpage together when resizing the panel. Thus if u force animation on the panel, then only the panel will animate but the webpage will hang until the panel animation is done, & then the webpage resize to proper proportion. Honestly this look worst than non animate panel!
Maybe that's the reason why the dev decided not to animate the panel. However, they should animate the floating panel because it actually can look pretty good & doesn't hang the webpage.
