Modern System for Modifications

There might already be a mod that does this, but it'd still be better if official, also I understand that Vivaldi's user-base is more tech savvy, but a GUI always makes things easier.
It would be cool if there was a official mod section in the settings, options to turn a mod on or off, and configurations for that mod, and possibly a custom User CSS section.
A good reference for this would be better-discord for discord, it has all the things listed and handles them pretty well.
If this does get added a integrated mod store would also be cool, (This would be a great way to share experimental features and see which features that users like)

Mods can be very non-standard and can break the browser in ways that not even extensions can. I think having a low barrier of entry would be good to make sure that users understand what is involved (so a mod storefront in the vein of the extension web store wouldn't be a good idea - besides the forum does a decent job of that anyway, it would be a lot of work to re-implement).
That said, a way to manage mods once they are installed could be nice. I made such a request here https://forum.vivaldi.net/post/188805
For User CSS I think it would be best kept in extensions (it already supports User Javascript).
