How to paste as plain text by default?

By default when I paste formatted text with Ctrl+V, it's pasted formatted. It's irritating because I never use it.
When I change the shortcut for "Paste as plain text" to Ctrl+V it's still pasted as formatted.
Is this a bug? How to set Ctrl+V as plain text? -
@gregor exactly where are you pasting and see this behaviour?

@gregor Ctrl-V is the system shortcut for pasting. You gotta pick a different shortcut for this to work, probably can't be overwritten.

- If I change default ctrl+shift+v "Paste and go" shortcut to ctrl+t, in the right click menu there is still visible ctrl+shift+v shortcut. Is this a bug? ctrl+shift+v shortcut not working then.
- If I add shortcut to "Paste as plain text", like ctrl+j, it's not visible under right click menu next to the shortcut name. Is this a bug?

@Pesala That bug is not the correct one.
The question is how to paste plain text.
In Chrome this is ctrl-shift-v (This shortcut is hijacked by Vivaldi.) -
As far as I know, it is not possible to use ctrl+v to paste unformatted text due to the operating system. You can't even assign ctrl+v to a program like https://stevemiller.net/puretext/ that cuts out the formatting.
So maybe Vivaldi might have had the option to cut formatting when pressing ctrl+c?
