Research clear private data - (un)grouping cookies and storage

Today I noticed some extension data was lost and it appears to be attributed to the fact I cleared my private data yesterday (the extension in question appears to use local storage)
I haven't suffered this particular issue before and I suspect it's because Vivaldi now groups cookies and storage together (i.e. Tools > Clear Private Data > Cookies & Storage)?:
If yes, which release/version did this feature change in
If no, and cookies and storage has always been grouped is there a (easy) way to clear one and not the other (i.e. clear cookies but not local storage)

chrome://settings/content/cookies
.
This has the advantage that you can also set a whitelist there and it also gives you ability to delete cookies that are in local file storage, but should keep your extensions' local storage untouched. -

Disclaimer: I will never remember those URLs and I think I have a pretty average memory
I'd like to make a feature request that cookies and local storage are ungrouped in the "Clear Private Data" dialog - they are different beasts
In addition, it would be useful to view a list of locally stored data in "Preferences..." similar to the current cookie section:
