How to change Vivaldi encoding?

I have the Fonts show up in settings but can't find anything for encoding (by browsing or searching settings).
Is this now set automatically? If so its not working because I'm getting garbage characters:

If you're referring to things like "didn‚Äôt", that's their fault. The page is (correctly) UTF-8, but somehow their editor inserted the codes you'd see if you had mistakenly set the page as some single-byte encoding. In this case they presumably meant to have a right single quote (the fancier version of an apostrophe). Mind you, the comma doesn't belong there at all and if this really was UTF-8 being viewed incorrectly as a single-byte encoding there would be no comma there.
The page has correct encoding.
I guess their CMS made a faulty Unicode character encoding or the author copied wrong encoded text from his editor into article.
