How to change Vivaldi encoding?

I have the Fonts show up in settings but can't find anything for encoding (by browsing or searching settings).
Is this now set automatically? If so its not working because I'm getting garbage characters:

If you're referring to things like "didn’t", that's their fault. The page is (correctly) UTF-8, but somehow their editor inserted the codes you'd see if you had mistakenly set the page as some single-byte encoding. In this case they presumably meant to have a right single quote (the fancier version of an apostrophe). Mind you, the comma doesn't belong there at all and if this really was UTF-8 being viewed incorrectly as a single-byte encoding there would be no comma there.

Here's a page which is apparently encoded in Windows-1252:

and tell it to encode it as Windows-1252 and decode it as UTF-8, it comes out correctly as Arabic script.So yes, we do need a setting that says "treat this page as encoding X", where X is any of the multitude of possible encodings.
BTW, Firefox has a command "Repair Text Encoding" which automagically detects the encoding of this page and renders it correctly.
And no, the page is not Windows-1256, it is -1252. Go figure.

@Temmer Vivaldi has no setting to change the accept-charset header set to a webpage.
