I do not experience this with my regular rig (in my signature below), my backup rig (which is not nearly as strong) nor on this remote rig on a satellite internet connection which is rather obsolete and very weak compared to all of the above. This makes me think other factors may be in play. These can include:

The intake of more recent Chromium versions into Vivaldi may have run crosswise of your drivers (in which case update drivers or disable hardware acceleration);

One or more extensions could have become problematic because of updates or;

Something has become corrupted in your profile.

For either of these last two, you can test what happens when you refresh your profile.

Not sure what drivers I could update, but the current Vivaldi 1.13 that I'm testing is a standalone install with the stock new profile and zero extensions and it's as bad any other configuration I've tested. It runs with the earlier suggestions to disable animations in the Settings as well as the --disable-direct-composition switch. If there's another switch to disable hardware acceleration, I'm willing to try that but I don't know offhand how to do that.

Whatever has happened started with release 1.11. Chrome, Firefox (now Firefox Quantum), Opera and even Microsoft Edge don't behave this way.

The drivers you would update (if any) would be your Radeon drivers.

The --disable-direct-composition switch is now off; if anything it's maybe a little slower now? Kind of hard to tell, it's pretty jerky either way when more than one tab is open.

The Radeon drivers haven't updated lately, but there was a major update a few weeks ago that made no difference in performance on any browsers, the new Vivaldi included. I don't know what else could be updated.

Edit to add: The update a few weeks ago was an end-of-life beta driver setup from 2016, my graphics are now legacy and there are no more updates.

Only other thing I can think of is what i already suggested - a fresh profile.

There are also flags you can set to override blacklisting of your graphics card and in the alternative, to disable hardware acceleration. I can walk you through those if you want to try them. But otherwise, it would be best to try a completely default configuration first.

I've done a fresh profile two or three different times now, both after installing as a typical installation and now as a standalone for the second time. I was able to get it to slow down just from loading some of the stock speed dial links that come prepackaged.

You put a bug in my brain about video drivers, and it reminded me that for some reason I wound up uninstalling all the AMD crapware that came along with that most recent (~2016) driver update. So when I checked my driver versions it appears they rolled back to the 2014-era drivers that probably shipped with the PC. I downloaded the "unsupported non-WQHL beta" drivers from 2016 and let them install, rebooted my PC and so far — so far! — Vivaldi 1.13 is as smooth as the older version. I even loaded it up with ad-heavy, video-heavy tabs and it seemed to do mostly OK. I even watched a K-pop boy band video in 1080p with 10 other tabs open… for science.

I'm not ready to call this solved quite yet, though. I don't have any of my normal bookmarks saved and just now installed two "must have" extensions (uBlock Origin and Inoreader Companion). But so far, so good.

The only problem is I wound up uninstalling that latest Radeon software because it seemed to nag me constantly about an update that did not physically exist on AMD's site, and uninstalling that software seems to have taken the drivers with it. So I gotta figure out a way to permanently mute that stupid notification.

I'm still having this issue no matter what. Opera drops like 3 frames but Vivaldi in the same video (length 1 min) drops like hundreds of frames. I'm pretty disappointed.

Looks like I have faced some kind of this frames skipped issue. Was watching stream and noticed that video (1080p60fps) looks more like 30fps, i checked stats and counted 12 skipped frames per second, can't be okay... I checked same stream on chrome and it had 1 frame skipped over 1 minute, so i blame vivaldi. Restarting browser may had helped, I also disabled animation in appearance as someone mentioned there. I got result of 2 frames per second. Right know i have 0.2 frames per second (17 frames over 1 minute), yet more than chrome.

I understand this, I compared with google chrome on same laptop on same moment, didn't even closed vivaldi. I have i5-8300H, integrated video UHD Graphics 630, I am sure video doesn't use discrete Nvidia GTX 1050. I have latest drivers, latest windows 10 pro 1903. I have checked today again, vivaldi skipped 17 frames over 1 minute, chrome only 3. Second time it was 22 for vivaldi and again 3 for chrome. Same stream, 1080p@60fps, same extensions (Ublock, dark reader, translator).

After this I did test 2 times - 13 and 18 frames for vivaldi, 8 and 4 frames for chrome... And as i understood this flag, it may helped had with weird hardware, but i have common one. So i returned this flag back to disabled.

Actually I don't know what is the problem, while I was testing, once vivaldi started to skip 2 frames per second, but refresh stopped it, yet I see bigger amount for vivaldi than for chrome. At least it is not that bad as yesterday, when it was skipping 20 frames out of 60 every second which was very noticeable.
I am just sharing this issue, so may be someone will note it too and we could understand what cause it.

Update.

So i have got same problem, took some gifs to show.

gif one:
as you can see vivaldi skips ~35 frames per second. Got this just after I closed a game, browser was in background with only one tab open with the stream, all others tabs were hibernated.
gif two:
I opened google chrome with same stream and checked it. As you can see it hardly even skipped something, 190 frames gif started with is due to me alt+tabing and going full screen mod.
gif three:
I restarted vivaldi, as you can see situation is better, but yet exactly 2 frames per second are skipped.

I thought may be it is something with gpu switching from discrete to intel one after a game, but trying to repeat this problem didn't gave same problem.

Got the same bug earlier at Firefox, later and lesser at Opera GX, now at Vivaldi. It's only YouTube (no other lag players found), there's no framedrops at fullscreen but still a bit twitchy. My config is:
Intel Core i7-8550U (ultrabook processor witrh integrated Intel 630 graphics)
Nvidia 1070 card throug Aorus eGPU
external monitor, single screen turned on

There's a solution...

Go to nvidia control panel, 3D settings, Settings for software (may look differ, i'm translating from Russian)
Go to vivaldi://flags/ , find and turn on Vulcan as the graphics backend
Relaunch browser

Result: No dropped frames at active window, at cinema mode, at mini-player, at full-screen, at Vivaldi Tab|Tab (arrange?) mode and at pucture-in-picture mode. Single dropped frames when i'm at another Tab... but who cares?

P.S. looks like this breaks video at vkontakte, pikabu and mb some others.

P.P.S Set Choose ANGLE graphics backend to OpenGL without turning on Vulcan seems to fix the problem for me.

Got this bug since updating GeForce drivers to 497.29. Not sure what was the previous version, probably a half a year old or something like that.
At the same time, Chrome worked well.

Fixed by enabling following:

chrome://flags/#enable-drdc
chrome://flags/#canvas-oop-rasterization
