Hi, users report this since a while, it is already reported to the bug tracker.
Iirc it happen if one have not Last Sessions enabled in the startup settings, it should work with all startup variants.

No. I didn't do anything but recently I had a syncing problem and freezing problems on my laptop. These problems are solved for now (I think). And Vivaldi asks for password on first startup.

Still sometimes the contents of the website/web-panel do not appear (which requires going to another card/window and back or refreshing the card). Is this a known bug?

@Gregor Switching tabs can help.

The bug you mention was already in bug tracker. Known and confirmed.
Seems to be a issue with some graphic cards/GPU chips/drivers.

REGRESSION in the "Add New Workspace Rule" feature?

In Settings/Tabs/Workspaces there is the feature, "Open Websites in Workspaces Automatically": I now have 7 Workspace Rules, but I am unable to add an additional one because the "Add New Workspace Rule" button is inaccessible - covered by - hiding under - Rule #4 and Rule #5.
Anyone else?
