@Anomalocaris With 6.8.3381.53 Win 11 i tested staring by desktop shortcut with your command line parameter.
After vivaldi://restart or Restart-for-Update button in address bar the process still has the command line parameter, checked in Help → About and with Sysinternals ProcessExplorer.
