I have found the solution myself.
Apparently, If you install Windows 10 Pro N, media playback isn't supported.
You need this extra feature from Windows 10.

Hi, if you have a Windows 7/10 Pro key you can upgrade.
There are several instructions in the net how to do it, search for windows 10n to pro, for example. In short, you have change the key in Management > Info section, iirc.
There were issues in Win10 with HEVC.
MS was to have provided a fix but I didn't get it (?!).
Still running Windows 10 OS Version 1909 (Build 18363.900) so I had to uninstall HEVC.
Not sure if our issues are related...
I don't think this affect V that way, these are just outdated CODECs.

MS upgraded my X64 Windows 10 Enterprise N to Version 10.0.19041 Build 19041 last night, and this morning Vivaldi went to the pale V splash screen and then disappeared without trace. Several times.
So then I upgraded Vivaldi to the latest version , and as egigoka put it so well:
Install Vivaldi 3.1+
Try to open
Expected behavior: browser opens
Experienced behavior: opens windows with Vivaldi logo and no interface for couple of seconds and closes...
After searching for a while here, I realised that it HAD to relate to something of MS's upgrade, and went looking there (Technet) , to discover that Win 10 N versions do not include the Media Feature Pack; it has to be installed separately.
So I did, and Vivaldi is back! Thank you all.
Posting this in the hope that it will help others to a speedier resolution...
Note that other than installing the latest version, I have done nothing to Vivaldi itself.

So Chrome has inbuilt set of (full) media support!?
Obviously we will have to remember that when trouble-shooting/comparing browsers!!

@thread I can confirm I could uninstall windows media player, with no apparent effect on vivaldi, and I could also install some codecs and utilities from k-lite without any issue.
@vivaldi devs: Thanks a lot for your wonderful job. A browser like this was much needed. And please: give the android version some priority. Please please please. I really need to integrate my mobile & desktop navigation
Nun, ich hab nun des Rätsels Lösung. Auf meinem Rechner ist die Enterprise N Version von Windows 10 drauf. Wenn man das dazu passende Windows Media Pack installiert (command line --> winver eingeben) dann gehts plötzlich auch mit vivaldi.
