@aryandevasagayaum: Actually you should be able to reproduce in Chrome but the exact conditions might vary slightly. This is an upstream bug.

P.S. See also https://bugs.chromium.org/p/chromium/issues/detail?id=1415122 and note the google people in that bug state that they have several issues with video-overlays currently.

This case is bugged on Chrome/Chromium 110 as well which is good. I was struggling to find good test cases, and Vivaldi seemed to only trigger on YT videos after switching tabs, while Chrome did not, like this video (480p max):
