I'm also looking for the best place to vote for this feature. I had some ideas about the implementation that conflict with yours, since you mention adding options in the context menu (right click), since this I think would double the "open" options from 5 to 10. I think instead it should be a "Settings" checkbox. I'll read through the comments to see if anyone has found a work-around. I think it may be possible now for command chains to provide us this, though command chains are still not synced sadly.

The context menu on bookmark folders is already too long so selecting the desired item is slow.
You failed to mention how to tile the tabs. Should they be tiled horizontally, vertically, or as a grid?
Sessions remember the zoom level for each tab in the tile / tab stack / tiled tab stack, scroll position for the active tab, and the tab history.Sessions need several improvements: support syncing, preserve grid spacing, and easier updating/editing. There are already many feature requests for sessions.
I don't mean to beat a dead horse by tagging you a 2nd time today, pesala, but I want it to be clear to all users reading this thread (since it seems to be the highest voted for this issue) that there are many issues still with Vivaldi Sessions that don't exist for bookmarks management, which I highlight in my linked post. The TLDR is as follows:
- Vivaldi Sync does not yet support Sessions. The feature request is open for 5 years. Bookmark sync has worked well for many years.
- Bookmarks are able to be sourced by other browsers, while Session data is not.
- Sessions store in proprietary binary files, while bookmarks store in what looks like JSON objects. This is a con for me in terms of readability, programmatic parsing and modification, etc. The extensibility of session data is therefore poor by comparison.
- Automatic session saving collects the entire session data (though manual session saving is granular), and partial restores are not an option. Bookmark restores are inherently partial.
- Session restores assume many things about localization and configuration. It's not easy to tell how this will impact your recovery if you are not logged into some sites, have certain extensions installed, etc. See above for when you must repeat the restore for your entire session rather than repeating a certain selection. Bookmarks, having stored less metadata, offer a more standardized method of backup, recovery, and migration to other browsers.
I think for these reasons, this thread's feature request is a valid one that can get us a lot of functionality for less development effort.
Lastly, I have been unsuccessful in finding or building my own command chain workaround. Please feel free to tag me if you (any reader) are able to solve this.

@penguinairlines Of the 5,400 or so feature requests, many of them are still open after many years. Workarounds are better than nothing. Ask elsewhere about Command Chains.

My comment was not meant to be a dig at the Vivaldi team. Truthfully I have worked in a few software development organizations myself, though as a Systems Engineer, and so I have a good amount of empathy for the balance of public relations and managing feature requests. That said, I made my comment so that we may expect it won't be soon that this specific feature (Session sync) will be complete and able to be relied upon for backup & restore, migration, etc. I'm not sure about the LoE or scope of such a change, but this thread's feature would likely be significantly easier to implement. I put some pseudo code in the post I linked before.

Yeah you can add me to this list, it would be a real boon. It seems odd that you can bookmark a stack but you cant open a bookmarked stack.
Sessions are too impractical to use as a replacement, mixing and matching stacks ad-hoc is laborious.
