What is startpage.com?
When I search, I want to see my search engine's URL in the address bar, not startpage.com.

@CalebM Startpage.com is just a search engine. My default for the Stable Installation is Bing.
Choose your preferred engine from the drop list in Settings, Search.

@CalebM , Startpage is an privacy focused Google front end, it don't log your searches and use a own proxy

DuckDuckGo was specified as my search engine (I checked the settings), and yet it gave me Startpage. If it keeps happening, I'll post again.

Yup, it's still happening. Startpage is popping up where DuckDuckGo should be.
God, I hate this program. I stick with it because I like customizability, but so many parts of it don't work.

You really need to explain better what you mean by "popping up". Screenshots or even better a video showing the issue, preferably from a clean profile of latest Stable release.

It's not my job to trouble-shoot Vivaldi. I have a life to live.
All my settings are correct, except that "Set as Default Search" and "Seth as Private Search" are grayed out.
I've found something called "Keep Last Selected Search Engine", which was not selected, so I selected it.
One question: If I have a dozen Vivaldi windows open and I make a change in Settings, does the change become effective for all windows, or do I have to restart it?
This "Startpage" business is typical of the developers of Vivaldi. They keep throwing in new features even when the old features aren't working. They need to do more trouble-shooting of the changes they make.

@CalebM Other users are trying to help you trouble-shoot your problems, which no one else can reproduce from what you have told us.
Keep Last Selected Search Enginewill not change your default search engine, but the search field will remember whichever engine you last used. For example, if DuckDuckGo is your default, it would help if you wanted to do a number of searches on Wikipedia or YouTube. Search from the address field would still use DuckDuckGo.
Changes to settings affect all windows, but some require a restart to take affect, e.g. UI Language.
Search engines are not a new feature, and changing the default search engine works fine for all of us.
Set as Default Search is greyed out only for the search engine that is already set as the default. The default for a fresh installation is Bing. If you set Set Startpage.com as the default by accident, you can change it from the drop list, or by selecting DuckDuckGo, and setting that as the default

Good question Btw should be reflected but a restart may be need especially with dozen of windows.

Just so you'll know, what was happening was that I would type some words in the search field (not the address bar), and startpage.com would pop up, not duckduckgo.com (even though the latter was specified in settings). I am saying "was" because the last time I tried it, DuckDuckGo popped up.
I'll try closing Vivaldi and starting it up again. This still represents a bug, however, because in all the time I've been using Vivaldi, DuckDuckGo was my search engine. Windows forced an upgrade on me, and Vivaldi upgraded too, and that apparently started all this.

@CalebM If you ever used Startpage search and have the setting to "remember" the last-used search engine, it can cause something like this.
