Solved delete browsing data>cookies, which cookies?

I can't find an explicit statement about this in vivaldi help.: will all cookies be deleted, or just cookies that have been not been saved. ie, site info>cookies>sites that can always use cookies>add.
(too bad that vivaldi doesn't have the setting to delete all cookies that are not in the 'allow' list, whenever the browser is closed.)

These settings pages are from Chromium base, not Vivaldi. Using the Chromium settings are mostly for advanced users, that's why they're not available directly from the UI.
The "Allow" list is, like the explanation text states, to set sites that can always use cookies, i.e. when all (or 3rd-party) cookies are blocked for instance. I use them to allow cookies from sites that use SSO,like Google sign-in for instance.
Having a site in this list does not stop cookies from being deleted if you delete browsing data, it just means they are allowed to set cookies, overriding the setting above.
As for your original question:

ALL cookies will be deleted.
With no cookies showing, I then logged in to one site. tried clearing again with setting at 'last 4 weeks'. It didn't clear the cookie just entered.
Now that does sound like a bug. But I'm unable to reproduce it here using a clean profile of 5.1 Stable. If I select "Last 4 weeks" all recent cookies are cleared.
How are you checking these cookies?
If checking through the Settings > Privacy section, it needs to be "refreshed" by moving away from the Privacy page (click Search for instance) and back again.
As for the Site Info dialog, it does not refresh the cookie count when deleting data (and neither in Chrome). You'd need to reload the page, which would kind of defeat the purpose as the cookie(s) will just be set again.
If you want more fine-grained cookie control, like deleting cookies once a tab is closed) I'd recommend you check out the Cookie Autodelete extension or Vanilla mentioned earlier.

Bonjour... Simply go to Setting / Privacy and at the bottom Saved Cookies / Show Saved Cookies and see what is left or happen. I cannot help more, I always destroy all the cookies after a session... It is painful, but at least I know where I am !

The control that we have with cookies is rude (global cookies and 3rd party), so I use an extension to have more...flexibility.
Try out Vanilla Cookie Manager.
You can have a whitelist for sites you need to keep logins or configs, and after a specific time and/or at startup will erase all of them except the included in whitelist.
Seems that you need this kinda solution.

there's an allow list, but it's not right in the vivaldi settings but hidden in the chromium settings.

where you can configure your white/blacklist in a detailed way
all the whitelisted cookies should stay even if you useCTRL+SHIFT+DEL

Not getting a clear answer about vivaldi cookie management, I have experimented with clearing cache/cookies. deleting with it set to 'all time' it cleared all cookies. even though those domains were listed in site management>'allow'.

Looking at the multitude of cookie setting locations in vivaldi (written by committee?) I now have the idea that there are some sites that can be recorded to not allow any cookies. then there is the allow list. Which apparently doesn't keep cookies from being deleted, nor other cookies from being set, as long as the site isn't on the 'don't allow' list. So what is the point of the 'allow' list? A vivaldi feature that was not completed?
in short, I am tired of trying to make any sense of how vivaldi handles cookies. It is confusing and makes no sense to me.
perhaps obiwan's suggestion of extension 'vanilla cookie manager' is the solution for sophisticated cookie management.

Cookie management in all chromium browsers, sadly but inevitably including V, is craptitudinously crap. In FF it "just works", whereas in V it has driven me bonkers for years.
I make extensive use of
chrome://settings/siteData
[via dedicated web panel, for convenience {with my desired lists in the Always, Session & Never sections respectively}], + for numerous years used Vanilla Cookie Manager, whilst for the past few years have instead used Cookie Autodelete.None of these measures provides a complete solution, all the time. I still have to routinely interrupt my normal browsing session a few times a day to restart V in order for most, not all, of the non-Allowed sites' cookies to be removed [the timer function in VCM before, & CAD nowadays, never removes all the target cookies automatically after the corresponding tabs were closed, hence my ongoing manual overview & interaction is always required ... otoh in FF it all works as intended].
There are some occasions when the closure & restart of V miraculously does clear all the non-Allowed cookies, & these instances are lovely, but chances are high that the next time the bad old ways return... over & over that is the majority outcome.
This problem has been ever thus [ie, not a recent thing only], & is one of the ongoing high-friction points which substantially tarnishes my daily chromium browser user experience.
Not only, but especially,
locally stored data
cookies are apparently impervious to all automated tactics; these are the ones that survive V relaunches & must always be manually nuked. It is unreservedly exasperating. Gargle are utter bastards for designing it this way.
Here's a quick simple typical example.
From a few minutes ago...
Numerous other sites i use daily &/or weekly, misbehave the same way, all undefended-against by V + CAD. It's pathetic. For clarity, to do this quick simple test, before closing then launching V here i had only opened those two sites in red [not counting my pinned V Forum tab which is always present, duh]; had i opened the other regular sites too then there would be a sea of red in the pic above.

@astro46 Don't use it, because it's just there to give you the feeling of freedom, without actual freedom to manage cookies if you care about privacy.
It's an All or nothing function, it nuke all cookies regardless of your cookies' white/blacklist. Thus, it's Big G's sneaky way asking you to keep all cookies & don't even bother to manage 'em while some creepy strangers are collecting your personal data of current session.
This is one of the prime example of Big tech's Dark Pattern Design, make certain feature so crippled & unusable that you don't want to use it... So, use an extension to manage your cookies instead, until Big G decided that's illegal & you need to eat the cookies instead. LOL

guest profile is also a good cookie killer (in combination with a shortcut to open a guest window )
