@Gwen-Dragon Thanks for that info. Deleted the folder and installed in a normal folder. 2 processes seem to startup in the Task Mgr and then stop.

I didn't copy any data over at this stage. Install is E:\DataEDrive\Vivaldi_Standalone so it is a fresh install.
AV is Webroot. I have it disabled but still nothing. 2nd Monitor is on all the time. Nothing happening.

I belive In Windows 10 NTFS drives the "Everyone" group applies to File Sharing, not local user access. Not even sure there is an "Everyone" group at all, except for external drives. Outside the special folders in C: there is "Users" and "Authenticated Users", plus "Administrators" and "SYSTEM", unless the user has set special permissions.
Is this a FAT32 drive, not NTFS? Is it an external drive?
It's strange that the test with another user data dir didn't work. But it might still be a permissions issue.
Please run the following command in a Command Prompt and post the output here:icacls "E:\DataEDrive\Vivaldi_Standalone\User Data"

What is strange from your screenshot is that you have two "Vivaldi" while for me it would show up like this in the Win10 Task Manager:

First, please run the following command and paste the output here in a code block or on pastebin.com:
tasklist /svc
use a code block!
Then download Process Monitor and capture a log when you recreate the issue. Try to make it as fast as possible for a smaller log, and make sure to close all running Vivaldi processes before recreating. When saving, choose "All event" and PML log format. Then upload somewhere. Note that the log may contain some information on your system like user name and paths so if you're worried, upload it and send the link in a chat.

One thing I call tell at the start, is that you're running a lot more security processes than just WebRoot on your system.

Currently this Code42 thing would be the prime suspect, as there's a lot of activity from this process during the launch of Vivaldi.Code42Service.exe 25388 Code42Service
There's obviously also a lot of activity from WebRoot as well so hard to tell.
You're also running Windows SmartScreen. SmartScreen is by default enabled on Win10 systems but might be an idea to disable it, at least just for testing. I've had the problem myself that SmartScreen would stop the launch of a program to send it for scanning, every time I launched it...

Also, I notice Dropbox seems to monitor the Vivaldi install folder. Maybe not such a good idea, possibly it could lock the folders from time to time and then cause the program to not start properly.
In addition I see some
NAME NOT FOUND
errors when Vivaldi is trying to read the fileE:\DataEDrive\Vivaldi_Standalone\User Data\Local State
. That file should exist, could you check?I suggest you disable all unnecessary Security programs running, and if possible see if you can find ways to exclude the Standalone path from scanning. Even if the Stable is running fine, maybe some of them thinks the Vivaldi Snapshot is a false positive.

Still will only run the 2 processes briefly then stop.

Good, we're trying to reduce the number of possible variables here, so the stuff running in the background potentially interfering the better.
There is no Local State file or Folder in E:\DataEDrive\Vivaldi_Standalone\User Data\
What does the folder actually contain?
Try clearing it all out, Vivaldi should then create any necessary files and folders on launching (if it launches...)
I guess I could suggest trying to reinstall the standalone, you've already done that I understand.
But maybe some software removed files from your installation directory as well. Compare the standalone Application folder to the one in the regular working install. Apart from SetupMetrics they should be mostly identical. -
I also noticed references to the locale en-AU in the logs. Makes me think it's related to the following bug fixed in 3.3 RC1:
[Crash][Regression] Fails to start with Australian and Indian English locales (VB-70690)
I thought it was only for Linux but maybe not...
